Its seem to be genuinely a good idea. Of course, the buying cigarettes, liquor and testing of virginity rules are stupid.

What they need are sign-posts and speed bumps. They would be more effective if the goal is to keep children safe.
Also, are you going to teach children manners by having them salute cars. Seems weird to us.
